<pre>We should be able to get at least an approximate latency value for targets
where we don't have pfm cycle counter support.
This should help speed creation of new scheduler models.
Note: On x86 we should try to use rdtscp instead of the default
__builtin_readcyclecounter() to enforce serialization of the timings.</pre>
