<pre>flat/global atomic modifiers are parsed incorrectly. As a result, some valid
combinations of modifiers are not accepted.
An example of a failed test:
flat_atomic_cmpswap v0, v[1:2], v[2:3] glc slc
The reason for this failure is that current design assumes that all operands
after first optional operand are also optional. However implementation of
flat/global atomic instructions breaks this rule: 'glc' is a mandatory modifier
which follows an optional 'offset'.</pre>
