presented at 2017 Kona. Although this still (presumably) needs a wording paper,
the EWG polls were:

    Encourage vendors to treat this as a C++11 defect?

...IOW, consensus that this should be supported regardless of the requested
standard level (i.e. in -std=c++11 and forward).</pre>
