<pre>We already do simplification on the intrinsic in InstCombine, e.g.
cos(-x) -> cos(x)
cos(fabs(x)) -> cos(x)
If we lower C99 cos(x) -> @llvm.cos we don't need to do the same simplifcations
in SimplifyLibCalls.</pre>
