reduceVMULWidth doesn't handle illegal types, specifically types that don't fit
into a 128-bit xmm register a whole number of times, preventing the use of
CONCAT_VECTORS.
A temporary bail out was added in rL289232 to fix PR31323 but this cause
scalarization when legalization fails to do a good job.</pre>
