<pre>In r257017 we stopped merging string in strtab. When linking lld with
Release+Asserts that caused an 11% speedup and a 3% strtab size increase.
We should experiment with still using StringTableBuilder but not calling
finalize. This will avoid the tail merging and string copying, but would still
avoid having two identical strings in the table.</pre>
