The static_assertion fires, although there is no ambiguity;
[class.member.lookup]/4 explicitly states that
<span class="quote">> the declaration set contains every declaration of f declared in C **that
> satisfies the requirements of the language construct in which the lookup
> occurs**.</span ></pre>
