it is forgoten is kind of ridiculous. It can be automated easily by someone
with phab admin rights.

Choose Global.
- Condition always (or llvm-commits not subscribed if one want to play nice).
- Add subscriber: llvm-commits
This will avoid a lot of mess up with phabricator.</pre>
