For the following case, clang gives error for struct but not for enum:

}
f1.c:9:10: error: incomplete type 'struct foo' where a complete type is
required

f1.c:1:8: note: forward declaration of 'struct foo'
struct foo;
^
1 error generated.
Is this possibly a bug ?
clang --version:
