Reopening and changing component to packaging on that basis.

Interestingly, Fedora's packaging looks to produce a similar problematic result
(I get the <a class="bz_bug_link 
          bz_status_RESOLVED  bz_closed"
   title="RESOLVED DUPLICATE - gcc's stdatomic.h is not usable"
   href="show_bug.cgi?id=22740">bug 22740</a> symptoms at least), maybe due to setting
--with-c-include-dirs to point to GCC's internal headers

previously necessary to be able to use libstdc++, but perhaps with the
resolution of <a class="bz_bug_link 
          bz_status_RESOLVED  bz_closed"
   title="RESOLVED FIXED - need configure hook to specify which libstdc++ #include path to use"
   href="show_bug.cgi?id=6907">bug 6907</a> this is no longer the case.</pre>
