"llvm-mc -triple=aarch64_be-linux-gnu" produces a foo section with
Hex dump of section 'foo':
0x00000000 00000004
but gas compiled for the same triple produces
Hex dump of section 'foo':
0x00000000 04000000
The error is that we flip any fixup that touches the .eh_frame section. The
code handling the .cfi_* directives should instead be marking which fixup need
this.</pre>
