        <pre>The root cause of this was r205965 (a resubmit of r205018). It seems ill
prepared for there to be constants in the root, and there is no clear fix I
could spot. I followed up with Arnold on the commit thread as well and directed
him to this PR for the test case. Marking as fixed as the in-tree fallout is
now fixed. Figuring out what is needed for r205965 to stick can be tracked in
the review thread or elsewhere.</pre>
