<pre>This function uses floating point to decide to handle a switch. In r129199 and
r196462 it was hacked to use volatile double to try to produce reproducible
results, but it should really not be using floating point.
This code is probably not too hot, so a possible option is to implement
something like <a href="http://www.boost.org/doc/libs/1_55_0/libs/rational/rational.html">http://www.boost.org/doc/libs/1_55_0/libs/rational/rational.html</a>
on top of APInt.</pre>
