When installing the latest, its been ok up until the last couple of installs,
the binaires, I don't know about other files though, permissions are not set
correctly.

Some of the binary files in /usr/lib/llvm-8/bin are not executable, its easy
enough to manually set the files as executable, but I don't know what else is
or isn't getting set for the rest of the install.
