crc32c is a required feature on armv8.1-a but when clang is passed
`-march=armv8.1-a`, it does not define the `__ARM_FEATURE_CRC32` which is used
to check if crc32c extension is available.

GCC does define it in this case.

Tested with `{gcc,clang} -march=armv8.1-a -dM - -E < /dev/null | grep -i crc`.
There might be other 8.1/8.2 features that has this issue too.
