This bug tracks issues that specifically block building Chromium with clang-cl
on Windows. The Chromium project has a bot that builds and tests Chromium with
a periodically updated version of Clang:
http://build.chromium.org/p/chromium.fyi/builders/Chromium%20Win%20Clang/

Periodically we'll reduce and file issues from it and track them with this bug.
