Upstream llvm.org Linux folks currently assume using gcc as a compiler is a
sufficient guard against building on a Linux without libc++. However, on Swift
Ubuntu, we build on Linux with clang (rather than gcc) but don't have libc++.
So the "compiling with clang" skipUnless variant isn't sufficient. Also, it's
not really checking the key piece: whether libc++ is available.</pre>
