<pre>I fixed this some time ago, but it seems to have regressed. This should be an
easy fix, so just triaging this for later. This failure is caught by
TestSettings.SettingsCommandTestCase.test_run_args_and_env_vars_with_dwarf
which fails on windows and is currently XFAIL'ed until we fix this.</pre>
