[cfe-dev] announcing clang-refactor

Hello everyone!

I am happy to announce that design document for clang-refactor
<https://docs.google.com/document/d/1w9IkR0_Gqmd5w4CZ2t_ZDZrNLYVirQPyMS41533HQZE/edit?usp=sharing>
is now available. It is intended to provide an overview of what I would
like clang-refactor to be.

Please note that everything is highly experimental and approaches described
in design document may change in the future.

The first step is just to create a new binary and merge clang-rename as a
module. D24192 <https://reviews.llvm.org/D24192> up for review.
