[cfe-dev] Proposed patch for plugins

Pursuant to the thread started at 
<http://lists.cs.uiuc.edu/pipermail/cfe-dev/2011-October/017972.html>, 
I've created a patch which adds the basics of that plugin process. It 
doesn't have all of the documentation added to the files yet, and I am 
well aware that the patch is probably in gross violation of the coding 
style, but I want to see what people think of this approach.
