Re-land "[clang-cl] Make all sanitizer flags available in clang-cl"

Adding RUN lines with %clang_cl was causing these tests to fail on Mac
because absolute paths there tend to start with "/User/", which is
recognized as the "/U" flag.

Re-lands r300122
