Revert "Resubmit "Add a test for clang-tidy using the clang-cl driver.""

This reverts commit r280839.
It's problematic on OS X, where the '/Users/...' paths are interpreted
as '/U' options.

Investigation ongoing in http://llvm.org/PR30328.
