[libcxx] r263036 - Implement LWG#2583: There is no way to supply an allocator for basic_string(str, pos)

I think this is ABI-breaking. On OS X, new libc++ headers must work with
old system libc++.dylibs. When I build in this setup with this change, I get

Undefined symbols for architecture x86_64:
  "std::__1::basic_string<char, std::__1::char_traits<char>,
std::__1::allocator<char> >::basic_string(std::__1::basic_string<char,
std::__1::char_traits<char>, std::__1::allocator<char> > const&, unsigned
long, std::__1::allocator<char> const&)", referenced from:

The new function probably needs that always_inline treatment that many
other functions have?
