Two libc++ commits to be added to the release branch

Can you add these to the 3.7 release branch, please?

242421 - Set the libc++ version # to 3.7.
242377 - Make sure that __libcpp_compressed_pair_imp default-constructs
its' members, rather than value-initializing them. Fixes PR#24137
