[PATCH] code refactoring on ARMTargetInfo class

[Alexandros Lamprineas]

made some changes:

- according to review suggestions
- getCPUAttr() was causing regressions when returning nullptr
- the API from TargetParser was causing regressions when llvm::triple subArch was not specified
