[PATCH] Sphinx-based clang man pages

These patches only modify the CMake build system, not the autoconf build system. Was that intentional? If so, you're only deprecating the pod-based manpage generation for CMake, which means it will still need to be kept in-sync and up-to-date for autoconf generation.
