[libcxx] r227806 - Revert r227804: Use fseek/ftell instead of fseeko/ftello when Newlib is the libc

As soon as the bots get some downtime where no jobs are running I'll
change the compiler to either a newer 3.7 build or to the 3.6 release
client.

Any preferences?
