Added storage class to libclang

Hi,

I have added a function to libclang to retrieve the storage class of
functions and variables.

I'm not sure what the proper way of attaching a patch is, since i'm
doing it for the first time.

I have not added any tests as I'm not sure where. If tests are needed
please point me to documentation that can help me in this regard.
