[PATCH] [SKX] Enabling SKX target (Skylake server chip) in clang

Hi nadav, craig.topper, bkramer,

  a) add SKX support to Clang driver;
  b) add tests for SKX target and AVX512BW, AVX512DQ, AVX512VL features into clang driver tests
