[PATCH] Allow string literals as module identifiers

After some offline discussions, we decided to go with allowing string
literals in module maps only for now. This unblocks us and gives us some
time to figure out a long-term strategy while at the same time not
ingraining this deeply. I reverted the other parts of this patch (including
the documentation update) and submitted as r196573.
