[PATCH] Macro and conditional checking feature addition to the modularize tool

Sorry, in looking at the patch again, I found and fixed a couple of out-dated or incorrect  comments.  No code changes.

I'd appreciate any feedback about any potential problems you see in the design, implementation,  or coding standards, and/or permission to check-in.
