[patch] Fix PR16354

New patch attached. Thanks to Arthur O'Dwyer for the wording
suggestion and Richard for the review.

> [dcl.stc]p2: The auto or register specifiers shall be applied only to
> names of variables declared in a block or to function parameters.

This now only talks about register. Do you know where 'auto' was moved to?
