[PATCH] Fix to PR15845 - Clang accepts invalid code

Correct; since we're going to be modifying the way this extension
works, it would be great if we could make it more compatible for
-fms-compatibility.  In this case, MSVC handles void func(xxx) {} when
/TC is passed in, so it would be good for clang to do so as well
(along with the other cases that Richard pointed out).
