[PATCH] Added doxygen support for the tools of clang-tools-extra repo

  * Added Doxyfile and target for building doxygen documentation.
  * The doxygen documentation is placed in _build/html/doxygen.
  * Added a link to index.rst to the doxygen documentation.
  * Added a target to build both the doxygen and sphinx documentation.
