[clang-tools-extra] r175118 - Initial docs directory

Hi Sean,

Well. The division of the tools between clang and clang-tools-extra is
arbitrary from the perspective of a user, and so it probably makes sense
for tools for both to show up at the same URL. However, I can't easily make
that happen with the current server configuration.

For now, I will plan on adding it at .../extra and we can change things in
the future if it merits.
