[cfe-commits] ThreadSanitizer library and linker flags: please review

Hello,

Please review the following patch which adds ThreadSanitizer (tsan) linker
flags on Linux
and also copies the tsan-rt into the appropriate place at build time.
This mimics similar parts related to AddressSanitizer.
