I'm also curious what it was intended to do. It broke a lot of basic linking
for multilib Linux environments. I've reverted it in r140908 so we don't
regress in situations that were previously working, and added a test case in
r140909 for the basic functionality that I'd like to preserve.

See my commit log from r140908 for the depth of my confusion. I tried to
make the '=' prefix thing work, and failed pretty miserably, so I'm really
not sure how this is supposed to work.
