[cfe-commits] [Review request] Fix dllimport decl.

Good midnight, guys!

clang did not emit dllimport for declaration of dllimport.
This patch enables clang/mingw selfhost.
(Cygwin's headers do not have dllimport stuff)

I don't know whether dllimport/definition is needed or not.
