  [PowerPC][docs] Update Embedded PowerPC docs in Compiler Writers Info page

Summary:
Embedded PowerPC are still actively supported, especially SPE...
So update some important references here:

* adding EREF
* adding SPE/VLE ref

Delete deprecated ones into "Other documents..".
